The Azerbaijani government has explained its actions and expresses hope for understanding.

At the end of 2019, in order to prevent the dissemination of video and photo files from the positions of the Azerbaijani troops and the subsequent risk of studying the rear locations, communications, carts, and equipment locations by the Armenian intelligence, the Azerbaijani army command introduced new stringent measures to control mobile phones and block GSM networks in the front-line zone.

In addition, against the background of the absolute secrecy of the ongoing counter-terrorist operation in the occupied Nagorno-Karabakh, information from the front is brought to the public exclusively before the briefing for journalists.

"We ask Azerbaijani citizens to treat this circumstance with understanding," the appeal says.
